Envolve is a legal counseling and litigation firm founded in 2025 by longtime friends and colleagues Susannah Weaver and Matt Littleton to do the work we love: helping others use—and change—the law to better the environment and spur a just transition to clean energy. We are premier litigators and former government leaders who share a cooperative style, an affinity for hard problems, and an urgency to meet the moment. We don’t need credit; we need our clients to succeed.

Susannah Landes Weaver has dedicated her career to bettering the environment, combining her science
education, experience in all three branches of the federal government and all three levels of the
federal judiciary, and deep litigation expertise to achieve concrete results.
Before founding Envolve, Susannah served as Deputy General Counsel at the Environmental Protection
Agency. She provided political leadership for the Office of General Counsel’s work on air and
climate matters, including the development of critical regulations governing pollution from
vehicles, power plants, and oil and gas operations, and counseling on the implementation of over
$100 billion in grants under the Infrastructure Investment & Justice Act and the Inflation Reduction
Act. In that role, she regularly collaborated (and sparred) with Matt to achieve policy-driven,
legally-durable outcomes.
Prior to joining EPA, Susannah was a partner at Donahue, Goldberg & Herzog LLP, where (alongside
Matt) she successfully led coalitions of environmental, public health, citizen and tribal
organizations, along with allied states and businesses, challenging attempts to roll back regulatory
protections. She was the lead author of dozens of briefs and motions and regularly delivered
arguments in trial and appellate courts. Susannah previously was an attorney in the Supreme Court &
Appellate Practice Group of Orrick, Herrington & Sutcliffe LLP.
Before law school, Susannah was a Professional Staff Member on the House of Representatives Science
Committee for four years, and worked for the City of Boston on environmental initiatives.

Matt is an environmental litigator with 15 years’ experience in high-profile cases on both sides of
the V, at all levels of the judiciary. This is his second tour in private practice after spending
most of his career at the United States Department of Justice.
Before founding Envolve, Matt
served as the Deputy Assistant Attorney General supervising all the
Environment & Natural Resources Division’s litigation in federal and state courts of appeals,
enforcement of Section 404 of the Clean Water Act, and defense of federal actions taken under
pollution-control statutes. He managed over 100 attorneys and professional staff, worked on many
hundred legal briefs, and kept good relations with Susannah despite losing the occasional case for
her then-employer EPA. Matt’s legal career started on the Division’s appellate staff, where he
briefed and argued dozens of varied cases in most of the federal circuit courts.
Between his
two roles at DOJ, Matt was a partner at Donahue, Goldberg & Herzog LLP, where (alongside
Susannah) he represented nonprofits, municipalities, and an environmental response trust in trial
and appellate courts nationwide. He spearheaded coalitions of public, nonprofit, and for-profit
organizations litigating for policies protective of public health and the environment. He also
mentored for The Appellate Project and advised the Maryland Campaign for Environmental Human Rights.
Before happening into the legal profession, Matt taught English, math, and other subjects to kids
and adults in a variety of settings.
